The Americans with Disabilities Act (ADA) requires playgrounds to provide access throughout playgrounds.

In order for loose safety surfacing to comply with ADA Law, the surfacing must be maintained to be firm, stable and have no changes in elevation greater than 1/2 inch (ruts and kick out areas are not accessible).

Playground providers would need to have their staff rake daily in order to provide accessibly on loose fill surfacing.
